By Indiana law, the Allen Circuit Court has original and concurrent jurisdiction in all civil cases, in all criminal cases, and de novo appellate jurisdiction of appeals from city and town courts in Allen County. The Allen Circuit Court also has appellate jurisdiction that the law may confer upon it. Pursuant to Allen County local rules and case allocation requirements, the Allen Circuit Court specifically hears cases involving felony OVWIs, felony habitual traffic violators, felony nonsupport of children, civil cases, domestic relations cases, paternity/IV-D cases, and mortgage foreclosures. Jesus R. "Rick" Treviño - Mag. Jesus R. “Rick” Treviño Jesus R. “Rick” Treviño serves as a Magistrate in the Allen Circuit Court. Magistrate Treviño is a native of Fort Wayne and graduate of the University of Saint Francis with degrees in Business Administration/Sports Management (2004) and MSBA (2005). He graduated from the University of South Carolina School of Law in 2008. Following his graduation from law school, Treviño joined the Allen County Prosecutor’s Office where he worked from 2009-2015. Treviño then worked in the legal department of Franklin Electric as a Trade Compliance Program manager (2015-2016) before returning to the Allen County Prosecutor’s Office (2016-2020) where he most recently served as the Section Chief of the Level 6 Felony Division. Treviño has been commissioner with the Fort Metropolitan Human Relations commission for approximately ten years, including terms as both chairperson and vice chairperson for the commission. He is also a member of the Fort Wayne Sport Club. He earned a Bachelor of Science degree in Public Affairs from Indiana University-Bloomington in 1986. He began his career as a probation officer in 1986 for the Allen County Adult Probation Department by writing Presentence Investigations. He then supervised felony probation offenders before being appointed the Assistant Chief Probation Officer. In 1993, he was appointed the Chief Adult Probation Officer. From 2011 to 2021, he served as the Director of Court Services for the Allen Circuit Court while retaining his position as the Chief Probation Officer. He currently serves on the Allen County Community Corrections Advisory Board and is an adjunct faculty member at Indiana Tech where he teaches criminal justice and public management. He has held board positions on the Probation Officers Professional Association of Indiana including the Presidency for six (6) years and currently serves as the Immediate Past President. Mr. Zimmerman was awarded the "Order of Augustus" by the Judicial Conference of Indiana in 2006 for his overall professional commitment to the field of probation. He also was awarded the "Founders Award" by the Probation Officers Professional Association of Indiana for his significant contributions to the field of probation.
